    Minister of Education / Children's Ministry

    Pastor Ted Smalley is the minister of education and leader of our children's ministry. He is married to Marta and has two sons, Teddy and Caleb, who are already serving the Lord in various capacities. Ted's full-time job is with Tulare County. Among his duties at PABC are Sunday School Director, teaching youth Bible studies and overseeing the finance team.

    Samuel Gray

    Our pastoral staff begins with Pastor Sam Gray, our senior pastor. His family came to Tulare from the Sacramento area in 2018. He brought his wife, Sarah and his children, Hannah, Simeon, Zipporah, and Hadassah. Pastor Sam has brought fresh ideas in music, preaching, and outreach. He has sought to better reach out into our community through the increased use of technology.
